This means that: If YOUR Net-Taxable-Income is exactly $1,000,000 (or less) this year, you will NOT pay that extra 3% in taxes. But if YOUR Net-Taxable-Income is $1,000,100 (hahahahahahaha!!) then YOU will have to pay 3-whole-extra-dollars ($3) in US Taxes!!! ("OMGeez, Louise! It's a WAR Against the Rich!!
